RULES OF CITIZEN PARTICIPATION

The General Norm of Citizen Participation of the Council of Rectors regulates the formal and specific modalities in which people can participate and influence the development of the management cycles of public policies that are the competence of this public body.

MODALITIES OF CITIZEN PARTICIPATION

On February 16, 2011, Law No. 20,500 on Associations and Citizen Participation in Public Management was published, which amended Law No. 18,575, Constitutional Organic Law on General Bases of the State Administration, incorporating a title IV on Citizen Participation, which establishes and recognizes the right of people to participate in the policies, plans, programs and actions of the State. Then the Presidential Instruction No. 007 for Citizen Participation, issued on August 6, 2014, understands citizen participation as a cooperation process, through which the State and citizens jointly identify and deliberate on public problems and their solutions, with methodologies and tools that promote the creation of spaces for collective reflection and dialogue, aimed at the active incorporation of citizens in the design and development of public policies.

Los mecanismos de Participación Ciudadana constituyen procesos de corresponsabilidad social entre la ciudadanía y los órganos del Estado. Tienen la finalidad de fortalecer y mejorar la gestión pública, contribuyendo en este caso al más eficiente funcionamiento del Consejo de Rectores en el cumplimiento de sus políticas, planes, programas y acciones. Son mecanismos de Participación Ciudadana del Consejo de Rectores, los siguientes:

a) Access to Relevant Public Information: This information regarding what to do with the Council of Rectors is available on the website www.consejoderectores.cl; social networks like Facebook and Canal Youtube

b) Citizen Consultations: They are held annually, through which citizens are asked to pronounce on specific issues of special interest to the Council of Rectors. Citizens can access the Citizen Consultation subjects through the institutional website www.consejoderectores.cl and answer a survey designed for this purpose, the results of which will be reported in the same way.

c) Civil Society Council: This Council will be of a consultative and autonomous nature, its objective will be to monitor the decision-making processes of the Council of Rectors in all aspects related to its policies, plans, programs and actions. It will be composed in a diverse, representative and pluralistic way by members of non-profit associations related to higher education in the country. Its composition, as well as its operation and powers will be previously established by means of an administrative act by the Council of Rectors. Currently this Council is under development.

d) Participatory Public Accounts: These accounts are carried out annually with the aim of informing citizens about the management carried out and collecting opinions, comments, concerns and suggestions about it, promoting citizen control and social co-responsibility. Their results are duly published on the CRUCH institutional website.
