BACKGROUND

On February 16, 2011, Law No. 20,500 on Associations and Citizen Participation in Public Management was published, which amended Law No. 18,575, Constitutional Organic Law on General Bases of the State Administration, incorporating a title IV on Citizen Participation, which establishes and recognizes the right of people to participate in the policies, plans, programs and actions of the State. Then the Presidential Instruction No. 007 for Citizen Participation, issued on August 6, 2014, understands citizen participation as a cooperation process, through which the State and citizens jointly identify and deliberate on public problems and their solutions, with methodologies and tools that promote the creation of spaces for collective reflection and dialogue, aimed at the active incorporation of citizens in the design and development of public policies.

For this reason, the Council of Rectors of Chilean Universities, in its capacity as coordinating body of the university work of the Nation, incorporates citizen participation in its public management based on the following foundations:

- La Participación Como Derecho: The participation of individuals and civil society organizations in the life cycle of public policies is a right that the State must guarantee and promote.

- Derecho Ciudadano a la Información Pública: Public policies must be known by society, especially by those who are their recipients, both in access to the offer of institutional services and guarantees of social protection, as well as in the control and transparency of the public function.

- Fortalecimiento de la Sociedad Civil: Sectorial public policies must include concrete initiatives to strengthen civil society organizations that correspond to their programmatic scope, taking into account criteria of equity and decentralization.

-The inclution: The participatory quality of public policies is committed to a society free from arbitrary discrimination, which requires measures aimed at a rights-based approach for citizen inclusion.
