  • The executive vice president of the Council of Rectors and Rectors, Osvaldo Corrales, spoke before the Fourth Joint Special Subcommittee on Budgets during the review of the 2026 budget execution corresponding to Higher Education.

The executive vice president of Council of Rectors of Chilean Universities (CRUCH) and the rector of the University of Valparaíso, Osvaldo Corrales, presented on September 30 before the Fourth Joint Special Subcommittee on Budgets, within the framework of the analysis of the budget execution of Item 09 of the Ministry of Education corresponding to Higher education.

During his speech, he presented the analysis carried out by the CRUCH on the implementation by July 2026. While he noted that the aggregate figures remain at similar levels to those observed the previous year, he pointed out significant differences when reviewing the various allocations, including the complete lack of execution of the Performance-Based Fund and retirement incentives, as well as slower progress in Institutional Contribution of State Universities (AIUE) compared to previous years...

The executive vice president of CRUCH drew particular attention to the effects of concentrate transfers towards the end of the year. He explained that the late delivery of resources can affect the scheduling of institutions and their ability to meet commitments while awaiting funds allocated for the respective budget year. 

“This has effects on higher education institutions, for example, on the possibility of carrying out the projects that are planned in the different lines and in the mission functions that we universities perform,” Corrales explained.

University representatives to the Subcommittee 

The session began with a presentation by the Undersecretary of Higher Education, Fernanda Valdés, who outlined the progress of the various budget items and explained the reasons for some differences in their execution levels. In general terms, she indicated that budget performance remained within similar ranges to the previous year, although with variations in specific allocations. 

Following the intervention of the executive vice president of CRUCH, the rector of the Federico Santa María Technical University, Juan Yuz, representing the G9 Network, and the rector of the Metropolitan Technological University, Marisol Durán, president of CUECH, also spoke.
