The Solidarity Funds for University Credits existing in each of the twenty-five (25) universities that make up the “Council of Rectors of Chilean Universities” were created by virtue of the provisions of Law No. 19,287 of 1994, which substantially modified the university credit system that contained a marked financial/banking emphasis and made it very difficult for young university students to meet their commitments.
