The executive vice president of CRUCH, Aldo Valle, while appreciating that the delay in the delivery of funds for the Free Tuition program had been corrected this year, lamented the delay in the delivery of other state funds to academic institutions. \u201cIt is not helpful for universities when these funds arrive in December,\u201d he stated.<\/p>\n

In another area, more than 295,900 applicants registered to take the University Selection Tests (PSU) in the 2020 Admission Process. This figure represents an increase of 1,571% compared to the previous process.<\/p><\/blockquote>\n

The evaluation of the 2019 budget execution process of the items that the Ministry of Education (MINEDUC) allocates to higher education was one of the central issues addressed by the Council of Rectors of Chilean Universities (CRUCH), in the framework of its session Ordinary No. 608, which was held this Thursday at the Baquedano Campus of the Arturo Prat University (UNAP), in Iquique.<\/p>\n

On the occasion, the plenary session of the Board specifically reviewed how, as of September of this year, the resources contemplated in the 2019 Budget for CRUCH universities have been implemented with respect to Free resources, fee scholarships, Direct Fiscal Contribution (AFD) , Basal Contributions and other contributions to higher education institutions.<\/p>\n

The executive vice president of CRUCH, rector Aldo Valle, said that the balance of the Council is that \u201cwe have not yet reached the optimum required, but we have faith that the budget will be executed in all the public financing instruments that represent for our universities indispensable income \u201d.<\/p>\n

The Council authority appreciated that this year the delay in the delivery of the allocations linked to Free Tuition had been corrected, but regretted that this was not the case for the other funds, "since it is not useful for the universities for these resources to arrive in December.".<\/p>\n

The rector pointed out that "there is usually a delay (in the delivery of these funds) and we point out this situation every year," so he expressed the need to have mechanisms that allow to expedite the budget execution of the items linked to the educational institutions.<\/p>\n

"We ask that there be the possibility that MINEDUC and the Ministry of Finance can transfer resources before the decrees are processed before the Comptroller General of the Republic," said the executive vice president of CRUCH.<\/p>\n

Valle added that \u201cthis year the law stipulated that transfers of up to 501% of the total amount due to each university could be made before the decrees are processed, because the enrollment processes are consolidated well into the first semester. Often, clear, consolidated information is available around July, and until that information is consolidated, the decrees cannot be sent from the ministry to the Comptroller General's Office. This is what ultimately causes these delays, which are often not due to any specific faults, but rather to the complexity of the enrollment and administrative processes of each ministry.\u201d.<\/p>\n

Admission Process 2020<\/h4>\n

On this occasion, the CRUCH plenary also reviewed the most relevant figures of the 2020 Admission Process, after the closing of registrations to take the University Selection Tests (PSU).<\/p>\n

According to statistics from the Department of Educational Evaluation, Measurement, and Registration of the University of Chile (DEMRE), a total of 295,935 applicants registered, 1.571% more than in the previous process (in which 291,305 people registered). Meanwhile, 190,850 registered students received the PSU Scholarship awarded by the National Board of School Assistance and Scholarships (JUNAEB), representing 64.41% of the total.<\/p>\n

Of this total, 214,067 registered students are from the current graduating class (72.31%), while 81,868 are from previous graduating classes (27.61%). By gender, 52.71% of those registered are women (156,100), while men comprise 47.25% (139,835).<\/p>\n

The Humanist Scientific sector concentrates 71.5% of the applicants, adding the Day (176,647) and Night (34,952) modalities; while the Technical - Professional sector represents 27.2%, with 80,671 registered. The rest of the students correspond to validation of studies, recognition of studies and certification.<\/p>\n

On the other hand, the 52% of the applicants come from subsidized private establishments (154,078); 34.9% of municipal establishments (103,522); 10.4% to paid private schools (31,005); and 1,31% to Local Education Services establishments (3,886). The rest correspond to students with validation or recognition of studies.<\/p>\n

Likewise, foreign applicants represent 2.4% of the total number of applicants registered for the 2020 Admission Process (7,118), which represents an increase of 36.6% compared to last year, when 5,209 foreigners registered.<\/p>\n

By nationality, the majority of those registered come from Haiti (1,683), Peru (1,557), Venezuela (1,172), Colombia (914), Bolivia (647), Ecuador (333), and Argentina (280). In this context, the number of Venezuelan and Haitian applicants increased by 2.431% and 58.41%, respectively, compared to last year.<\/p>\n

The PSU exams will be held on Monday, November 18 (Language and Communication and Sciences) and Tuesday, November 19 (Mathematics and History, Geography and Social Sciences).<\/p>\n

Challenges for careers and health programs<\/h4>\n

Another topic addressed in the session was the challenge faced by universities offering health-related degrees and programs, and the interest of these institutions in contributing to the development of public policies in this area. Mirta Crovetto, Dean of the Faculty of Health Sciences at the University of Playa Ancha, and Yolanda Z\u00fa\u00f1iga, Head of Clinical Placements at the University of Concepci\u00f3n, both representatives of the Health Commission of the Association of Regional Universities (AUR), gave presentations on this subject.<\/p>\n

Patricia Mu\u00f1oz, dean of the Faculty of Medicine of the U. Diego Portales and president of the Association of Faculties of Medicine of Chile (ASOFAMECH) also presented, who referred to the increase in demand for clinical fields due to the increase in institutions that teach careers in this area, the accreditation of these programs and how the State can contribute to the training of general practitioners, sub-specialists and specialists.<\/p>\n

This CRUCH session was attended by the new rector of the U. de Ays\u00e9n, Natacha Pino, who appreciated the reception of her peers and the challenges facing the university in order to consolidate it.<\/p>\n
