{"id":15312,"date":"2026-09-24T21:13:48","date_gmt":"2026-09-24T21:13:48","guid":{"rendered":"https:\/\/consejoderectores.cl\/?p=15312"},"modified":"2026-09-24T21:13:48","modified_gmt":"2026-09-24T21:13:48","slug":"cruch-plantea-que-nuevas-bases-de-aranceles-regulados-reconozcan-la-diversidad-del-sistema-universitario","status":"publish","type":"post","link":"https:\/\/consejoderectores.cl\/en\/2026\/09\/24\/cruch-plantea-que-nuevas-bases-de-aranceles-regulados-reconozcan-la-diversidad-del-sistema-universitario\/","title":{"rendered":"CRUCH plantea que nuevas bases de aranceles regulados reconozcan la diversidad del sistema universitario"},"content":{"rendered":"<blockquote><p><strong>After learning about the proposed technical bases for regulated tariffs for 2029, the Plenary agreed to send a document to the Undersecretariat of Higher Education with its main observations.<\/p>\n<p>The Council discussion addressed how decisions about costs and calculation variables can affect universities with different missions, sizes and territorial realities, as well as the functions that support undergraduate education.\u00a0<\/strong><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">The Council of Rectors of Chilean Universities (CRUCH) agreed to send to the Undersecretariat of Higher Education its considerations on the proposal to update the technical bases for the regulation of fees from 2029.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">During the plenary session on Thursday, September 24, the Undersecretary of Higher Education, Fernanda Vald\u00e9s, presented the proposed adjustments to the technical bases and the work process followed for their preparation, in response to which the university authorities raised their views on the methodology and its possible effects on institutions with diverse characteristics.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The executive vice president of CRUCH, Osvaldo Corrales, highlighted that the definition of these bases transcends the technical aspects of calculating fees, due to the signals that the financing policy gives regarding the development of the university system.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe framework must consider variables that guarantee the development of the higher education system as a whole, increasing the quality and complexity of institutions and safeguarding their diversity. It must also recognize the special complexities involved in sustaining university projects in regions, especially in remote areas,\u201d he stated.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In a subsequent discussion, university presidents analyzed how the definition of cost variables and criteria can impact universities with different missions, sizes, levels of complexity, and geographical realities. The discussion also addressed the relationship between undergraduate funding and other university functions: undergraduate teaching is integrated with research, graduate education, and community engagement, sharing academic capabilities, infrastructure, equipment, and other institutional resources. The integration of these functions is fundamental to the quality of undergraduate education and, therefore, must be adequately recognized when determining the costs associated with its provision.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Based on these considerations, the Plenary agreed to send the Undersecretary a document with structural proposals that will contribute, from the advisory role of CRUCH, to defining a regulation capable of capturing the diversity and complexity of the university system.<\/span><\/p>\n<p><strong>Analysis by the Economic Commission<\/strong><\/p>\n<p><span style=\"font-weight: 400;\">The rector of the Catholic University of the Holy Conception and head of the CRUCH Economic Commission, Cristhian Mellado, explained that the work done so far has focused on the aggregate effect that the proposed modifications could have, beyond the isolated analysis of each variable.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe changes shouldn\u2019t be analyzed variable by variable. It\u2019s necessary to evaluate their effect as a whole, and in that sense, knowing the simulations of the entire system and all the regulated programs would reduce the uncertainty regarding the proposed methodology,\u201d Mellado noted.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The rector added that another relevant aspect is how the methodology acknowledges the complexity and heterogeneity of the system. In this regard, he highlighted the various dimensions that comprise the work of universities, especially those operating in regional areas.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWe need to consider how complexity is recognized beyond the variables currently being considered, taking into account the heterogeneity of the system, the size of the different universities, and how universities operate in remote and isolated regions. The teaching carried out by the most complex universities also requires the development of other functions in research, innovation, and a permanent connection with the local communities,\u201d he stated.<\/span><\/p>\n<p><strong>Dialogue process<\/strong><\/p>\n<p><span style=\"font-weight: 400;\">During her presentation, Undersecretary Fernanda Vald\u00e9s explained that the development of the guidelines involved various working sessions with the Committee of Experts on Tuition Regulation (CERA) and higher education institutions. She also noted that some of the modifications are still under review and expressed the Undersecretary&#039;s willingness to explore alternatives that would better reflect the institutional complexity.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe CRUCH aims to advise the Ministry of Education on relevant matters related to Higher Education. In this sense, the dialogue and coordination with them through their Economic Commission and Executive Committee have been very enriching in arriving at a proposal to update the regulated tuition fees that considers the available evidence, is traceable and transparent, and reflects the real diversity of the system,\u201d he explained.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The observations gathered during the session will form part of the work that CRUCH will continue to develop in order to prepare the document that will be sent to the Undersecretariat of Higher Education. <\/span><\/p>","protected":false},"excerpt":{"rendered":"<p>Tras conocer la propuesta de las bases t\u00e9cnicas de aranceles regulados para 2029, el Pleno acord\u00f3 enviar un documento a la Subsecretar\u00eda de Educaci\u00f3n Superior con sus principales observaciones.
