The initiative increases the probability of admission to CRUCH universities by 17 to 451%, and its students show better retention and permanence indicators than the system average.<\/p>\n<p>The CRUCH requested that the program and its funding be maintained in the 2027 Budget, in addition to advancing legislation that will give it stability and allow its development to be projected in the long term.<\/p><\/blockquote>\n<p>The Rector of the University of O&#039;Higgins, Fernanda Kri, representing the Council of Rectors of Chilean Universities (CRUCH), presented this Monday, July 20, to the Senate Education Commission, the main results of the Program of Accompaniment and Effective Access to Higher Education (PACE), an initiative that is celebrating ten years of contributing to reducing the gaps in access, retention and graduation in Higher Education.<\/p>\n<p>During her presentation, the rector highlighted that PACE is one of the most important public policies regarding educational inclusion in Chile, allowing students with good academic performance, mainly from public schools and vulnerable contexts, to enter higher education institutions and receive academic and psychoeducational support during their first years of training.<\/p>\n<p>Currently, the program is present in 638 educational establishments across all regions of the country\u2014561 urban and 77 rural\u2014whose average School Vulnerability Index (IVE) reaches 89.8%. In total, it supports 122,000 high school students, equivalent to 12% of the national enrollment at that level, and nearly 9,000 young people during their first year of higher education. Its implementation is carried out by 29 institutions, 28 of which belong to the CRUCH (Council of Rectors of Chilean Universities).<\/p>\n<p>\u201cAfter ten years, we have sufficient evidence to affirm that the PACE program transforms the educational trajectories of thousands of young people and generates greater equity in access to higher education. It not only allows talented students to enter university, but once inside, they demonstrate good retention and success rates. Therefore, as CRUCH, we believe it is essential to ensure its continuity and funding, moving towards its establishment through legislation and not keeping it subject exclusively to a budget allocation,\u201d the rector stated.<\/p>\n<p><strong>Improved access and retention results<\/strong><\/p>\n<p>Among the background information presented to the Education Commission were the results of a report prepared in 2025 by UNESCO, according to which participating in PACE increases the chances of accessing a CRUCH university by between 17% and 45%, compared to students from establishments that are not part of the program.<\/p>\n<p>The study also identifies positive effects on the school system. Students in PACE high schools are between 13.1 and 30.1 times less likely to change schools between their junior and senior years, contributing to the strengthening of public school communities. Furthermore, an increase of between 8.1 and 10 points in average scores on the Language and Mathematics entrance exams is estimated, attributable to the High School Preparation component.<\/p>\n<p>In terms of equity, the PACE program increases women&#039;s chances of accessing CRUCH universities by 611 times. Furthermore, the program&#039;s effects persist throughout their university careers: participants experience a 15.3 times lower risk of dropping out during their third year and a 20 times lower probability of abandoning their studies in their fourth year.<\/p>\n<p>The figures compared to the system as a whole also show favorable results. While 47.41% of students in the system gain immediate access to higher education, among those participating in the PACE program, that proportion reaches 81.11%. Cumulative access to the second year reaches 90.91%, compared to 66.31% for the national system, and to the fifth year it reaches 94%, compared to 75.81% for the system.<\/p>\n<p>Regarding continuity of studies, first-year retention reaches 81.61% among PACE students, compared to 74.61% for the system as a whole. Furthermore, 83.41% remain in the same institution after completing their first year\u2014compared to 75.81% nationally\u2014and 91.31% continue on to another higher education institution, a figure higher than the 81.81% recorded for the system as a whole.<\/p>\n<p>Along with these indicators, the rector highlighted the program&#039;s impact on the expectations of school communities. The PACE program has enabled young people from schools that had never before seen a student admitted to a selective university to gain access, helping to identify talent in different regions and diversify the profile of the university student body.<\/p>\n<p><strong>Concern about the continuity of the program<\/strong><\/p>\n<p>Before the senators, the rector also conveyed the concern of the 29 participating institutions after an ex-ante evaluation rated the PACE as &quot;technically objectionable&quot;.<\/p>\n<p>In this regard, he explained that the rating corresponds to an evaluation of the program&#039;s design and administrative structure, not to a measurement of its results or actual impact. The observations relate, among other aspects, to the definition and quantification of the target populations, the formulation of its components, and its monitoring mechanisms.
