There are questions a country cannot avoid asking itself. Undoubtedly, one of them is what value is created by knowledge funded with public resources.<\/p>\n

The question is legitimate. Where there are public funds, there must be public accountability. Universities, research centers, and scientific programs are not above public scrutiny. Precisely because they fulfill a vital function, they must explain what they do, what they produce, and what capabilities they leave behind.<\/p>\n

But a necessary question can be misdirected when answered with an overly simplistic metric. If all research is evaluated solely on its immediate economic impact, an expression of value is confused with value itself.<\/p>\n

In this context, job creation matters, without a doubt. It matters morally, socially, and economically. A research policy disconnected from work, productivity, and the country's real problems would be difficult to defend. However, quality jobs don't appear simply through administrative will. They appear when a society accumulates knowledge, trains people, improves institutions, and learns to transform ideas into solutions.<\/p>\n

Before creating sophisticated jobs, a country must learn to do complex things.<\/p>\n

It must know how to measure, diagnose, design, program, research, innovate, regulate, build, interpret, and correct. This invisible infrastructure doesn't always appear on an annual report, but it is an essential condition for sustainable development.<\/p>\n

In Chile, this is not an abstract concept. A regional laboratory that measures soils in a drought-stricken area, a database on wildfires, an epidemiological surveillance system, or research on water availability may not create jobs the following month. But they can prevent costly mistakes for years, guide investments, anticipate risks, and improve the quality of decisions and public policies.<\/p>\n

Chile does not have an excess of knowledge. It has a significant deficit in the capacity to transform it into innovation, productivity, and better public policies. We are one of the OECD countries that invests the least in R&D, only 0.41% of GDP, while the average is 2.71%.<\/p>\n

The strategic value of research lies not only in its immediate products, but in the capabilities it allows to be accumulated.<\/p>\n

Therefore, the discussion should not be framed as a simple opposition between academic spending and citizens' needs. The correct question is certainly more demanding and concerns answering what knowledge deserves public funding, under what rules, with what evaluation, and with what contribution to the country.<\/p>\n

The worst path would be to choose between academic complacency and reductionist accounting. The former protects mediocrity; the latter destroys capabilities. A serious policy must avoid both errors, since it cannot shield everything presented as research, but neither can it reduce the value of knowledge to its economic return.<\/p>\n

No one knows in advance which discovery will be fruitful. This intuition, akin to Hayek's, remains crucial, since knowledge is dispersed and innovation operates as discovery, not as the mere execution of a plan. A policy that only funds what can already be anticipated ceases to fund exploration and begins to fund repetition.<\/p>\n

Therefore, as Philippe Aghion has emphasized, innovation requires ecosystems capable of experimenting, competing, learning, and correcting course. Innovation doesn't arise solely from programs, subsidies, or rhetoric. It requires serious research, rigorous education, open business practices, the free flow of talent, patient funding, and a state capable of sustaining certain public goods that the market alone cannot always provide.<\/p>\n

Innovation is a culture, not just an indicator. And a culture of innovation is built by demanding more from the institutions that produce knowledge: higher quality, stronger connections with the country, and a greater capacity to translate discovery into public value. It's not about funding out of inertia or defending privileges. It's about distinguishing between unproductive spending and strategic capacity.<\/p>\n

This distinction requires better tools. The evaluation of public research should differentiate by project type, track the capabilities that each instrument creates, and strengthen the connection between universities, businesses, and the government. In fact, for several years now, mechanisms have existed in Chile that incorporate economic and impact evaluations into certain scientific funding instruments, particularly in competitions aimed at centers and applied research initiatives, which reflects a prior institutional concern regarding the contribution and future impact of these public investments.<\/p>\n

Basic research, a technology center, a public health laboratory, a regional innovation program, a historical work, legal research, and a study applied to state policy are not evaluated in the same way. Each instrument must be judged by its own value proposition, whether it be, for example, producing excellent science, transferring knowledge, developing human capital, generating territorial impact, building reliable data, or improving public decisions. Measuring well does not mean measuring everything with the same yardstick.<\/p>\n

A book, a thesis, a database, a file, or an experiment are not necessarily the opposite of productivity. They may be its remote, but necessary, conditions. Where there is no accumulated knowledge, there is no lasting innovation; there is only the importation of solutions from elsewhere, technical dependence, or simply a fleeting enthusiasm.<\/p>\n

Chile needs to invest more effectively in research and development. This means closing ineffective programs, correcting incentives, preventing corruption, and demanding international standards. But it also requires strengthening capacity building, with universities more connected to the country's problems, companies more willing to absorb knowledge, and a government capable of evaluating without stifling, guiding without replacing expert judgment, and demanding without oversimplifying.<\/p>\n

The crucial question is not whether research generated short-term growth or employment. The question is whether it helped create the kind of country where valuable jobs, smart institutions, and lasting innovations can flourish.<\/p>\n

Research must be accountable. But a society that only recognizes value when it already appears as a visible economic impact will understand too late that innovation begins much earlier; precisely in those countries and places where knowledge has been cultivated with patience and intelligence.<\/p>\n
