The Council of Rectors of Chilean Universities (CRUCh), in its 60 years of history, has been recognized as one of the main national references in the educational, scientific-technological and cultural field, for its contribution to the generation of public policies that promote the improvement of education and society.<\/p>\n
In light of the educational reform process undertaken by the supreme government, this autonomous public body expresses its position in the following terms:<\/p>\n
The Council of Rectors values the decision to introduce substantive changes to an education system that exhibits high levels of inequality and segregation, characteristics that undermine the overall quality of the system. It appreciates that public policy recognizes education as a social right guaranteed by the State, striving to ensure quality, equitable, and inclusive education. In a context of mixed provision of educational services, it is necessary to strengthen public education, which has been demonstrably reduced and weakened. In short, the CRUCH supports a reform focused on educational quality, human development, social integration, and the strengthening of a democratic system of coexistence.<\/p>\n
In the area of Higher Education, the government's proposal, insofar as it contemplates improving public institutions - through a Sub-Secretariat, a Superintendency and a new Agency for Evaluation and Certification of the Quality of Higher Education - constitutes, in the opinion of this Council, a necessary and urgent correction to the precarious situation currently in place.<\/p>\n
Furthermore, to address the significant unregulated areas within higher education, it is essential to establish appropriate regulations that clearly define the rights and responsibilities of institutions, their authorities, and their communities, and that provide a regulatory framework that the system currently lacks. We fully agree on the need to define standards and oversight mechanisms that ensure compliance with the legal provision prohibiting profit-making in higher education.<\/p>\n
These are the motivations of this Council for sharing the key points of the Educational Reform. We hope that, for the good of the country, the efforts made in this area will culminate in success. The Council of Rectors has extensive experience that it offers to the educational reform process, thus demonstrating its unwavering commitment and willingness to actively collaborate in this essential national task.<\/p>\n
